When making a character, you choose what formal wear they can have and then you can just go to the dresser and hit "change into -- Formal" and they'll change, or just use the wedding arch and they'll auto change.

If you made them with a different formal wear than the one you want, take them to the store, buy the formal wear you want from the clothing rack, then go home, click the dresser and hit "Plan outfit - Formal" and then choose the one you want, then repeat step one ^_~
